Purpose: The purpose of this work instruction is to establish the requirements for entering confined spaces without the requirement of a permit.
Scope: This work instruction contains requirements for practices and procedure to protect employees at Duer / Carolina Coil from the hazards of entry into confined spaces.
Remarks: This work instruction is derived from Occupational Safety & Health Administration, Permit-required Confined Spaces – 1910.146 (Standards 29 CFR)

Responsibilities:
All employees are required to comply with the restrictions and limitations imposed by this work instruction.
Only maintenance employees, or others working under direct maintenance supervision are permitted to enter any confined space.
Task Description:
The Maintenance Manager will evaluate the workplace for confined spaces and answer the following questions to permit safe entry:
1.1. Does the workplace contain confined spaces as defined by 1910.146 (b)? Confined space is defined as: 1) It is not designated for continuous employee occupancy, 2) Is large enough and so configured that an employee can bodily enter perform assigned work, and 3) Has limited or restricted means of entry or exit.
1.2. Does the workplace contain permit-required confined spaces as defined by 1910.146 (b)?
1.3. Inform employees as required by 1910.146 (c) (2)
1.4. Will permit spaces be entered (yes).
1.5. Will contractors enter (no)
1.6. Will host employees enter to perform entry tasks (yes)
1.7. Does space entered have known or potential hazards (yes)
1.8. Can the hazards be eliminated (yes)
1.9. The employer may designate and reclassify space to non-permit required confined space using 1910.146 (c) (7). “Non-permit confined space” means a confined space that does not contain or, with respect to atmospheric hazards, have the potential to contain any hazard capable of causing death or serious physical harm.
All non-permit confined spaces will be posted with a sign indicating: DANGER – Follow Confined Space Entry Procedure Before Entering. The entry Procedure listed under each machine description in the Quality System under E-forms, Maintenance System.
If the mechanic cannot satisfy all the confined space entry requirements, do not enter the space under any conditions and immediately notify the maintenance or production manager.
