W20803.Emergency Evacuation


Purpose: To be able to evacuate the premises in the case of a fire or other emergency, in a calm and organized manner.

Scope: Applies to all employees, contractors and visitors to Duer/Carolina Coil.

Remarks: The senior person on site in the time of emergency must provide accurate information to emergency rescue personnel to maximize their effectiveness and minimize exposure to risk.

Definitions:

The senior person is that person with the most supervisory experience or responsibility present.  The senior person shall declare themselves by saying "I am _______ and I am the senior person."   When no supervisory personnel are present, an experienced production employee shall step forward.

Responsibilities:

  1. The Manufacturing Manager ensures all employees are trained to accomplish this plan.
  2. The senior person on site in a time of emergency is responsible to coordinate this plan.
  3. Each employee must execute this plan.
  4. The Human Resources Assistant maintains to list of personnel assigned to the plant in the mail box next to the pond to facilitate the muster.

Task Description:

  1. Fire Exits:
    1. Fire doors must not be blocked or locked to prevent emergency use when employees are within the building.
    2. Exit routes from buildings must be clear and free from obstructions and properly marked with signs designating exits from the building.
    3. Production Managers are responsible for inspecting fire exits and maintaining the exits in accordance with this instruction.
  2. Fire Extinguishing Systems:
    1. Portable Fire Extinguishers / Self Contained Fire Extinguishing Systems Dry Chemical Class ABC Fire Extinguishers are located strategically throughout the buildings.   Access to all fire extinguishers must never be blocked.
    2. There are also three (3) manually operated self-contained CO2 fire extinguishing systems located on each coiling line quench system. There is also an automatic CO2 system on the Small Gogan exhaust ductwork to prevent fires in the duct work.
    3. The Maintenance manager will coordinate maintenance on the above systems.
    4. Safety Committee representative(s) will inspect fire extinguishers during regularly scheduled monthly inspections. The result of the schedules monthly inspections of the fire extinguisher and suppression systems will be documented for the respective building in F10064.Maintenance Log.
    5. All employees must be instructed on the hazards of fighting fire, how to properly operate the fire extinguishers available and what procedures to follow in alerting others to the fire emergency.
  3. In the event of a fire, the following procedures will be used:
    1. If it is a small localized fire, the nearest person should extinguish it with a fire extinguisher.
    2. If the fire is too large to fight with fire extinguishers, immediately sound the alarm to have the fire department come and put out the fire and then evacuate the building. It is up to each employee’s judgment to determine if a fire is within their capability to fight.
  4. Fire Sprinkler System:
    1. The plant has automatic sprinkler systems installed in the cold wound building (Building C) and in the offices, restrooms and canteen of the hot wound building (Building D).
    2. All buildings have fire alarm systems installed, with alarm pulls located strategically throughout the plant. These are identified by a bright red housing located around the pull handles. In each building, there is an Ademco panel that is utilized to describe where the alarm originated and to reset the system after an alarm is sounded. The Ademco panels are located:
      Building A    Main hallway to right through lobby
      Building B    Next to the closet door after entrance
      Building C    At exit door past break room
      Building D    At exit door to breezeway
      1. To reset the system at any of the above Ademco panels, press 33991. The display screen on Ademco panel should now read "Fire System Normal".
      2. If you are unable to reset the system and/or alarms from any zone are sounding, disengage he audible alarm:
        1. Press 3399, then pause for a second.
        2. Press 6 and the zone displayed.
        3. To silence multiple zones, repeat the procedure. 
        4. These alarms are now deactivated.  Notify maintenance to take action as soon as possible. 
    3. The Maintenance Manager is responsible to maintain and test the fire system and conduct an annual inspection of all sprinkler system. The result of the semi-annual fire alarm testing and the annual sprinkler system will be documented in the F10064.Maintenance Log.
  5. In the event of fire or any other type of emergency, which would require all the employees to evacuate the shop, the following procedures are to be used:
    1. Sound the fire alarm.
    2. Employees will turn their machines off as quickly as possible, by normal shut down procedures, and then leave the building by nearest appropriate exit, in a calm and orderly manner.
    3. Secure the natural gas mains are located on the west side of Building D and the north side of Building B and also on the south side of Building C. The lines run in the ceiling area through the buildings then drop down to the furnaces and ovens.
    4. All employees will meet at the pond next to the parking lot for a head count.  Muster at the appropriate sign and in order of the operations in that area to allow a quick determination of who may be missing.  The senior person will use the list of employees in the mail box next to the pond to check for missing personnel. 
    5. The supervisors will determine that all employees are accounted for after the evacuation.
    6. The supervisors will determine if any specific outside emergency help such as fire department, police or medic-rescue is needed and call as needed.
    7. After all employees have been evacuated, if there is no significant chance of injury to the assigned, throw the main electrical breaker in the electric room to the ‘OFF" position.
    8. Evacuate any physically impaired employees out of the building via the proper route indicated by the location and physical ability of the impaired individual.
    9. Call the President, General Manager, and Manufacturing Manager if not present.
  6. In the event of an emergency that requires an internal evacuation to avoid a hazard such as a tornado, the employees will muster in the nearest restrooms.  The supervisor will attempt to coordinate a muster after the danger has passed to account for any missing personnel.
  7. The Safety Committee will conduct an emergency evacuation annually to keep employees familiar with the warning devices and procedures. Any new employees will receive training on this instruction.
